Elaboration of the Bill (Reg. No. 2713) is aimed at implementation of the Final Regulations of the Law "On the State Budget of Ukraine for Year 2008, and Amendments to several Legislative Acts of Ukraine" due to the results of analysis of basic indices of social and economic development of Ukraine for the 1st half-year of 2008, and their forecast till the end of current year. The Bill aims at the settlement of several urgent social issues, development of leading economic sectors and inter-budget relations.
Extra revenue of the State budget should be allocated for increase of expenditures for the following matters: aid, pension and labour remuneration due to the increase of a living wage and introduction of the 3rd stage of the Single Tariff Scale of ratings and quotients for remuneration to employees of budget-funded establishments, compensation of losses from depreciated savings, transition to the contract-based military service. The funds should be allocated for the performance of events related to holding of the final part of the European Football Championship-2012 in Ukraine, creation of grain reserve by the Agrarian Fund, development of mining sector, enhancement and maintenance of motor roads, social and economic regional development, etc.
The Committee recommends that The Verkhovna Rada of Ukraine adopts the said Bill as a basis and in its entirety with due account taken of the Draft Resolution of The Verkhovna Rada of Ukraine "On Adoption of the Bill on Amendments to the Law of Ukraine "On the State Budget of Ukraine for Year 2008, and Amendments to several Legislative Acts of Ukraine".
